OYFL League Rules 45 2023-2024 The Home team must ensure that there is a designated spectator area set up on one side of the pitch before the match is played. This can be marked by means including an official FA Respect barrier, a line of cones or a painted line. The referee shall make a report to the Competition if the designated spectator area is not in place. In cases where the pitch is enclosed by fixed fencing, this will act as the Respect barrier. Failure to comply with this Rule will result in a fine (in accordance with the Fines Tariff). Clubs should ensure that each pitch has two technical areas marked out (one for Home team, one for Away team) on opposite side of the pitch to the designated spectator area. These can be marked by lines on the ground or cones. If technical areas are pre-marked (e.g. on pitches used for higher level football), these should be used. Dimensions of the technical areas should follow the FA pitch guidelines where space permits, but flexibility will be allowed where pitches are close together. Space next to the pitch must be left for assistant referees on pitches used for 9v9 and 11v11 matches and to allow players to take throw-ins without interference. The recommended dimensions are: Length: 10 yards Depth: 2 yards Spacing: 3 yards from the halfway line, 3 yards from the pitch side The manager/coaches should remain in the technical area whilst the match is in play unless asked on to the pitch by the referee, e.g. to treat an injury. The number of managers/coaches in a team’s technical area will be limited to three (3). Any other managers/coaches present will be treated as spectators and will have to stand in the designated spectator area. The substitutes should remain in the technical area unless warming up, which should be done away from the pitch, where possible, and substitutes must wear a jacket, top or bib that will distinguish them from players on the pitch. B. Except by permission of the Management Committee all Competition Matches must be played on the dates originally agreed but priority shall be given to The FA and parent County Association Cup Competitions. All other matches must be considered secondary. Clubs may mutually agree to bring forward a Competition match with the consent of the Competition. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff. In the case of a revised fixture date, the Clubs must be given by the Competition 5 clear days’ notice of the match (unless otherwise mutually agreed). COUNTY CUP RULE Teams competing in more than one County Cup should notify the Competition of their entry into two or more County Cup competitions. In all such cases, the team will not be entered into the League Cup to avoid the potential for delays to the League Cup competition. DOUBLE HEADER RULE In cases of fixture congestion and subject to compliance with maximum playing times, the Fixture Secretary can determine that ‘double headers’ shall be played. ‘Double headers’ are two League matches between the same opponents, played on the same date, at the same venue. The matches will be regarded as separate matches producing the season’s two League results between the teams involved. The pitch and Referee’s fee and expenses will be shared 50% each by the teams involved. The team whose home pitch is used shall collect the monies due and pay the Referee. The duration of the fixtures shall be: Under 21s: 2 separate matches of 60 minutes each (30 minutes per half) – maximum playing time of 120 minutes.
